The firm was originated in 1994 when founding partners, William E. Hicks and Frederick V. Massey, established an office in Dublin, Georgia. The partners instantly expanded their practice by relocating the firm’s primary office to Northeast Georgia. This expansion was motivated by a desire to return to the area in which both partners were raised and had long-standing ties to the community.
